DASH: The AZ SAID Done-For-You Solution

Arizona developers, landowners, home builders, and investors will soon have a new tool for financing public infrastructure. The Arizona DASH Program provides a coordinated approach for evaluating and implementing that opportunity through Arizona’s new State Affordability Infrastructure District structure.

HB 2999 becomes law in mid-September 2026, allowing landowners to establish State Affordability Infrastructure Districts (“SAIDs”) to finance eligible public infrastructure using tax-exempt, non-recourse special assessment bonds, limited tax general obligation bonds and/or revenue bonds.

For Arizona projects, the legislation creates a new path to infrastructure financing with greater certainty around district formation and a governance structure designed to support an efficient process.

And with The Arizona DASH Program, project teams do not have to navigate that process alone.

What Is a State Affordability Infrastructure District (SAID)?

A State Affordability Infrastructure District, or SAID, is a new Arizona special district structure created under HB 2999.

The legislation provides landowners with a path to establish a district that can finance public infrastructure through several forms of tax-exempt financing, including:

  • Special assessment bonds
  • Limited tax general obligation bonds
  • Revenue bonds

An important feature of the new structure is its governing board. Three landowners make up the SAID governing board, helping keep decision-making close to the project and supporting efficiency throughout district formation and bond issuance.

For landowners and developers evaluating how infrastructure will be funded, SAIDs introduce another financing option that can be considered as part of the overall project strategy.

How The Arizona DASH Program Works

The Arizona DASH Program is designed to coordinate the full SAID process, bringing the right professionals together from the beginning and keeping each phase moving in sequence.

The DASH team manages the Arizona Finance Authority review process from petition submittal through District formation. Once the three-member landowner District Board is seated, the team supports District governance and management in accordance with the Board’s direction.

From there, D.A. Davidson structures and prices the bonds while DASH coordinates the underwriting and closing process. Following bond issuance, The Launch Reimbursement System™ tracks eligible infrastructure costs and processes reimbursements from bond proceeds.

After closing, Blackwood Advisors provides ongoing compliance, reporting, and District administration.
